Initial project manager on police HQ raised concerns about contractor Caspian, inquiry told

The original manager of the Winnipeg police headquarters project raised concerns about contractor Caspian Construction before and after the company won the bid for initial construction work on the job, the public inquiry into the project heard Monday.
